        • Unbundled Charges Explained

          BASIC COMPONENTS OF THE UNBUNDLED RATES FOR RESIDENTIAL CUSTOMERS:
           
          1.     Generation Charge: the cost of renewable energy generated and sold to SFELAPCO by AboitizPower Renewables, Inc.
          2.     Power Act Reduction Rate: the Php 0.30/kWh discount given only to residential end-users as provided for by R.A. No. 9136.
          3.     Transmission Energy Charge: the regulated cost for the delivery of electricity from generators, usually in remote areas or provinces, to the distribution system of SFELAPCO. This charge goes to the National Grid Corporation of the Philippines (NGCP).
          4.     Systems Loss Charge: the recovery of the cost of power lost due to technical and non-technical losses currently set at 9.5% for private distribution utilities as provided for by R.A. 7832  
          5.     Power Cost Adjustment: the modification in the electric bill that either goes up or down to reflect the true fluctuating cost of power
          6.     Distribution Charge: the regulated cost of putting up, operating and maintaining the distribution system of SFELAPCO, which distributes power from high-voltage transmission grids, to commercial and industrial establishments down to the residential end-users
          7.     Retail Customer Charge (Supply Charge): the cost of rendering services to customers, such as billing, collection, customer assistance and related services
          8.     Metering Charge: the cost of metering services for meter reading, operation and maintenance of power metering facilities
          9.     Meter Customer: fixed minimum metering charge at Php 5.00 per residential customer
          10.   Lifeline Rate Discount: subsidized rate given customers who consume 70kWh or below as assistance in paying the regular cost of power
          11.   Senior Citizen Subsidy: 5% discount on the power consumption not exceeding 100kWh of the elderly, chiefly those who are 60 years old and above as mandated by Republic Act 9994 or the Expanded Senior Citizen’s Act of 2010
          12.   Local Franchise Tax: tax imposed by the host local governments like the City of San Fernando and the Municipality of Floridablanca equivalent to 0.5% of the cost of power
          13.   Expanded Value-Added Tax (EVAT): the national tax imposed by the government equivalent to 12% of the cost of power. Since SFELAPCO’s source of energy is renewable, Transmission and Generation Charges are not subject to EVAT.
          14.   Universal Charge - Missionary Electrification Charge (Sec. 70 of the EPIRA):the cost associated with provision of basic electricity service in remote areas without electricity service with ultimate aim of bringing the operations in these areas to viability levels
          15.   Universal Charge - Environment Charge: the charge to be used for the rehabilitation and management of watershed areas
